He plans on introducing rewards later on once the target system has replaced PvP world activity and has the attention of people. Then he expects people to want higher rewards. Hopefully he's still going to do that because if not, this is literally a waste of time. He just posted a poll on reddit seeing the percentage of PvMers/PvPers/Skillers in the game. I think they're trying to gauge whether or not PKer updates are important. If they implemented a better system with rewards that appealed to every one and re-polled those same questions, it'd be a lot different.
