Another way to get unbanned / send appeal?

Couple weeks ago someone put a link to a forum or place where you can send appeals (other than the normal place) to get an account that's been perm'd unbanned, or at least to try, didnt save link and have no idea where I can find this, just wondering if anyone knows??
